Guwahati, Dec. 14 -- What have you given us?' asked a crowd to Benjamin Franklin, regarding the American Constitution, in the summer of 1787. Franklin's answer was hopeful and yet a reminder of a continuous obligation for citizens of a constitutional democracy: 'A republic, if you can keep it.'
