DIBRUGARH, Feb. 13 -- The Assam Pradesh Congress Committee (APCC) by an order has appointed Deba Ranjan Gogoi as the working president of Dibrugarh District Congress Committee with immediate effect. Similarly, Ashu Nandi has been made the president of the Dibrugarh Town Block Congress Committee with immediate effect, replacing Ranjit Chetia.
