New Delhi, Dec. 4 -- Union Minister of Commerce & Industry, Piyush Goyal, stated that Russia has always been "India's Sukh Dukh Ka Saathi," meaning a companion in both good and bad times, at the India-Russia Business Forum held on Thursday in New Delhi.
