New Delhi, Dec. 22 -- Following Delhi Minister Manjinder Singh Sirsa's statement that strict enforcement measures under GRAP-IV have yielded positive results and reduced pollution, Environmentalist Bhavreen Kandhari said that preventive measures are better than the reactive measures. She stressed that Public transport needed to be strengthened.
