New Delhi, Dec. 1 -- Urging members to act as exemplary leaders by upholding constitutional values, Vice President Rajya Sabha Chairman CP Radhakrishnan on Monday said that the Constitution and the rules of procedure determine the 'Laxman rekha' for parliamentary discourse.
