Shimla, June 24 -- Himachal Pradesh Governor Shiv Pratap Shukla on Tuesday attended a tribute ceremony on the fourth death anniversary of former Himachal Pradesh Chief Minister Raja Virbhadra Singh, held at the historic Padam Palace complex in Rampur of Shimla.
