New Delhi, Feb. 1 -- External Affairs Minister S Jaishankar on Sunday congratulated Finance Minister Nirmala Sitharaman for presenting the Union Budget with the message of Reform Express.

Jaishankar said that the budget proposals will be crucial in shaping India's prospects.
