New Delhi, April 10 -- Citing international complications, former Puducherry Lieutenant Governor Kiran Bedi on Thursday stressed that Tahawwur Rana's case requires extraordinary measures, suggesting precautions like high-surveillance confinement and inter-agency monitoring.
