New Delhi, July 16 -- Ahead of the Parliament's monsoon session, Congress MP Jairam Ramesh on Wednesday slammed the government and stated that the parliament would only function properly when there was a consensus between the government and the opposition, further stating that it was the responsibility of the government to ensure the consensus between the two.
