New Delhi, Feb. 2 -- On 28 October 2025, in a brilliant meme on Twitter, Raghav Sarawagi posted this NOTAM calling it a 'Notice To All Men in NCR' for "probably a Thar vehicle driver test at subsonic speeds with open sunroofs"; itself a spoof on the bad reputation these owners have. The cloud seeding attempt by a Cessna was a complete failure. "Attempts to induce rain through cloud seeding in parts of Delhi were not completely successful because the moisture content in the clouds was low and the process is not a magic bullet for the problem of pollution, but an SOS solution", IIT Kanpur Director Manindra Agarwal stated.
