ALEXANDRIA, Va., June 5 -- United States Patent no. 12,278,645, issued on April 15, was assigned to The Regents of the University of California (Oakland, Calif.).

"High resolution VCO-based ADC" was invented by Jiannan Huang (La Jolla, Calif.) and Patrick P. Mercier (La Jolla, Calif.).
