WASHINGTON, July 22 -- National Oceanic and Atmospheric Administration has issued a notice called: Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the City of Whittier's Whittier Harbor Rebuild Phase III Project in Whittier, Alaska.
