WASHINGTON, Dec. 19 -- Coast Guard has issued a proposed rule called: Special Local Regulation, Temporary Anchorage Ground Suspension, and Security Zones: Sail 4th 250, International Naval Review 250; Port of New York and New Jersey.

The proposed rule was published in the Federal Register on Dec. 19 by M.E. Platt, Rear Admiral, U.S. Coast Guard, Commander, Coast Guard Northeast District.
