Chennai, April 2 -- In a significant ruling, a three-member Bench of Madras High Court on Thursday evening said the Tamil Nadu Governor has no discretion and could not reject the recommendations of the State Cabinet as he was bounded by it.

The Bench, in a remission case, ruled that the Governor has no discretion, could not reject and was bound by the State Cabinet recommendations.

Holding that the Governor has no discretion in the matters pertaining to remission and premature release of convicts, the Bench made it clear that the gubernatorial occupant is bound by the advice of the State Cabinet.
