Dharamshala, Feb. 4 -- Former Himachal Pradesh Chief Minister and former union Minister Shanta Kumar said the Supreme Court has made a very significant observation by staying the new University Grants Commission (UGC) rule, terming it "regressive".
Welcoming the Supreme Court's remarks, Shanta Kumar said that India aspires to build a casteless society and any rule that reinforces caste divisions goes against this objective.
