New Delhi, Jan. 26 -- Punjab Chief Minister Bhagwant Singh Mann, addressing a Republic Day event in Hoshiarpur, combined a strong assertion of Punjab's longstanding grievances with a detailed report on his government's policies and performance.

Mann stated that Punjab has been unlawfully denied its rightful capital, Chandigarh, since India's independence, declaring that the city "was, is, and will always remain" a part of Punjab. He also expressed dissatisfaction in Punjab not having its own High Court, unlike smaller states in the country, leading to case backlog issues for its residents.
