Jammu, Dec. 18 -- A Division Bench of the High Court of Jammu and Kashmir and Ladakh at Jammu, comprising the Chief Justice Arun Palli and Justice Rajnesh Oswal, today expressed displeasure over the failure of top government officials and sports bodies to file responses in a Public Interest Litigation (PIL).
