Kolkata, Dec. 2 -- Chief Minister Mamata Banerjee on Tuesday unfurled a sweeping, data-laden account of 14 years of her governance, accusing the union government of stalling funds across crucial sectors - from rural housing to drinking water - while West Bengal continued building "from its own pocket."Her address, part report card and part rebuke, painted a state pressing ahead despite fiscal headwinds.
