Dharamshala, Feb. 18 -- Former Himachal Pradesh Chief Minister and union Minister Shanta Kumar on Tuesday underscored that in a democracy, every institution has clearly defined powers and responsibilities, with the Governor serving as a constitutional authority, not an agent of the Centre or the state government.

He said the Governor holds a constitutional post and functions within the framework laid down by the Constitution.

He highlighted that the Governor's role, particularly in the Budget Session, is to read the address prepared by the state government, cautioning that nothing should be included that might place the Governor in a position of constitutional conflict.
