Chandigarh, Feb. 17 -- Senior Congress leader and former Haryana Chief Minister Bhupinder Singh Hooda launched a scathing attack on the ruling BJP government, alleging that the state is under a "rule of gangsters."Hooda expressed deep concern over the security situation, claiming that law and order in Haryana has collapsed and that a climate of fear now pervades the populace.
