New Delhi: International Road Federation (IRF) a Geneva based global road safety body working for better and safer roads worldwide expressing concern over piling pending unpaid traffic challans across the nation in a letter to Mr Nitin Gadkari, Union Minister of Road Transport and Highways (MoRTH) has suggested various strict rules to recover the pending fines.
