Jamshedpur, May 4 -- A woman and her newborn baby died during delivery under mobile phone torchlight owing to power cut in Rajnagar community health centre in Seraikela-Kharsawan district of Jharkhand, triggering public outrage, people aware of the matter said on Sunday. Jharkhand additional chief secretary in-charge of health department Ajay Kumar Singh has sought a report from the Seraikela-Kharsawan district civil surgeon while deputy commissioner (DC) Nitish Kumar Singh has formed a 3-member team to investigate the matter. "A team led by civil surgeon, SDO and a senior doctor from the Seraikela Sadar Hospital will inquire into the circumferences and lapses and appropriate action will be taken based on the probe report," the DC told HT on Sunday. Vinita Banra and her newborn baby allegedly died during c-section operation by a nurse under the mobile phone torchlight as there was no electricity and solar power owing to heavy thunderstorm on Saturday. Ironically, Vinita herself was a health worker and hailed from the Hathisiring village. "There was no electricity in the CSH and no doctor was also present during the delivery. The nurse was trying to get the baby delivered under light of a mobile phone torch. When the condition of Vinita and the baby deteriorated, the nurse rushed to call the doctor but by then both Vinita and our baby had died. Had they referred us to a bigger hospital, they wouldn't have died," Durgacharan Banra, husband of Vinita, alleged. Dr S Kunkal on duty at the time, however, said it was a case of postpartum hemorrhage (PPH) involving severe bleeding following childbirth. "This was a very critical medical condition and we tried our best," he said. "There was a power cut... the solar power system was not also working. Dr Kunkal is an expert gynaecologist. But the umbilical cord got tangled on the neck of the baby resulting in his death while the mother died due to PPH like emergency condition. I was on official leave but there should have been an inverter for the labour room at least. The health secretary has sought a report and I will send a it to him shortly," Dr SP Singh, Seraikela-Kharsawan civil surgeon said....
