PATNA, Feb. 15 -- In the wake of the NEET aspirant girl's death in a private hostel, the the Weaker Section Wing under the Criminal Investigation Department (CID) of the Bihar police has intensified efforts for implementation of the Bihar Coaching Institutions (Control and Regulation) Act, 2010 that fixes the responsibility of coaching institutes and residential hostels by asking them to file an immediate police report in case of any incident. Citing various guidelines by the Supreme Court and the National Commission for Protection of Child Rights (NCPCR), Additional Director General (ADG) of CID, Amit Kumar Jain, has written to all Range IGs, Range DIGs, superintendents of police (SPs) as well as special secretary, home department to ensure compliance of the Bihar Coaching Institutions (Control and Regulation) Act, 2010. He has cited a 2025 order of the Supreme Court that "responsibility of safety and well being of students rests heavily on the administration of every educational institution". "In the event of any unfortunate incident, like suicide occurring on the campus, it becomes their unequivocal duty to promptly lodge and FIR with the appropriate authorities. It is not only a legal obligation, but also a moral imperative to ensure transparency, accountability and the pursuit of justice," he wrote, quoting the Supreme Court order. Quoting the court order, the letter further says that "it is incumbent upon the police authorities to act with diligence and responsibility and register FIR without refusal or delay. The failure on part of the administration of any educational institution may be viewed strictly."...
