HSRP mandatory for pre-2019 vehicleswithin 30 days: Min
PATNA, April 9 -- The Bihar transport department has made it mandatory for all vehicles registered prior to 2019 to install high security registration plates (HSRP) within one month, transport minister Shravan Kumar said on Wednesday, according to a communique from the department.
The directive is expected to impact nearly 52 lakh vehicles across the state that are yet to be fitted with HSRPs. Vehicle owners have been asked to get the registration number plates installed through authorised agencies or dealers without delay. Highlighting the significance of the move, the minister said HSRPs are tamper-proof, standardised number plates embedded with security features such as a chromium-based hologram, laser-etched serial number and snap locks. These features make duplication difficult, thereby helping curb vehicle theft, prevent misuse of stolen vehicles and improve overall enforcement.
Under the provisions of the Motor Vehicles Act, 1988, non-compliance could attract penalties ranging from Rs.5,000 to Rs.10,000. Officials said fines may be imposed under relevant sections, including those pertaining to registration and use of non-compliant number plates.
The minister urged vehicle owners to contact their respective district transport office (DTO) to update HSRP details and ensure compliance within the stipulated timeline to avoid punitive action.
He also clarified that vehicle owners who have already installed HSRPs but continue to receive SMS alerts need not panic. They should visit the concerned DTO office to have their records updated in the system.
