CO strike called off after govt issues new orders for DCLRs
PATNA, Feb. 6 -- The four-day strike of circle officers (COs) and revenue officers was called off late on Thursday following a detailed order issued by the revenue and land reforms department under which the government has agreed to post efficient and able revenue officers on the post of DCLR and also the post of deputy collector land reforms (DCLR) would now be not under the control of the general administration department (GAD).
The orders including other demands by the striking COs under the banner of Bihar Revenue Service Association ( BIRSA) have come to effect immediately, a press statement of the government said.
Anand Kumar, president of BIRSA said the strike had been called off after a series of talks with Dy CM-cum-revenue minister Vijay Kumar Sinha and other top revenue officials. The strike had started on Monday in protest against the government's recent decision to create a new post of sub-divisional revenue officer to dispose of land related matters more swiftly.
The COs and revenue officials had protested the new cadre post claiming it would undermine the authority of COs and also block the promotional avenue of revenue officers to become DCLR, which is one of the highest posts that can be attained by revenue officers in their career.
In the new orders, the state government has also put a check on new posting of Bihar administrative officers (BAS) as DCLRs and the process for recruiting new DCLRS through BPSC has also been stopped.
The government has also agreed that only revenue service cadre officials would be posted on 101 posts of DCLRs, an important point of demand of the striking COs. A few other demands too have been agreed, including no break in service during the strike period....
