Women-centric green policies need of hour
New Delhi, April 20 -- The 131th Amendment, understood widely as women's reservation in the Lok Sabha and State Assemblies, has been discussed, debated and defeated. Yet, we know most women hovering above, or under the poverty line, can additionally be represented by policies and on-ground actions that mitigate their environmental vulnerability.
Water scarcity due to deforestation or over-consumption means women in water deficit areas walk further to fetch water, or to wake up early and stand in queue for hours. When heat stress intensifies, women still cook in hot kitchens, care for the elderly and work, even as their own bodies bear the brunt of heat. And it is often women who must confront deforestation, as their incomes from minor forest produce decrease.
While several women find their way into the Panchayat system, we have a long way to go. Any policy focussed on climate should remember the UN Women data : women are 14 times more likely to die in natural disasters. How can a gendered disaster relief approach enable their safety? How can successful incentives for water harvesting and storage improve women's lives? And how can mass housing design create cool homes with cooler kitchens? Indeed, can cities and town use nature based solutions and prevent concretization to beat the heat, so domestic workers and other women can safeguard themselves in the summer? India should gender its environmental protocols and policies, because women cannot contribute to the economy or workforce if they continue to be this vulnerable. Perhaps we can do this without any acrimonious debates in Parliament at all....
