Dehradun, Feb. 4 -- Chief minister Pushkar Singh Dhami on Tuesday issued strict instructions to all departments to expedite implementation of 1,779 memorandums of understanding (MoUs) worth Rs.3,57,693 crore signed at the Uttarakhand Global Investor Summit 2025, demanding prompt resolution of all administrative and policy hurdles. Chairing a high-level review meeting at the Secretariat on MoU progress and grounding, Dhami was informed that projects worth Rs.1,06,953 crore have already been successfully implemented. Describing the progress as a "historic achievement" for the state, Dhami said the figures reflect growing investor confidence in Uttarakhand and stem directly from improved law and order, good governance, an industry-friendly environment and ease of doing business. "This is a major milestone for the state's industrial and economic future. There is immense scope to further strengthen this momentum in the larger interest of Uttarakhand," he said. Dhami directed departments to appoint a nodal officer in each to monitor MoU grounding continuously, resolve implementation hurdles swiftly and prepare proposals without delay for any required policy amendments, simplifications or relaxations. Emphasising administrative efficiency, he stressed quick decision-making, clear project timelines and no unresolved issues. He also urged officials to engage regularly with industrialists, updating them on law-and-order improvements, digitalisation, simplified processes and the state's industry-friendly ecosystem, while appreciating departments showing "excellent progress". Highlighting tourism as a key growth driver, Dhami instructed the tourism department to foster a favourable investment climate in high-potential areas such as Pithoragarh and Kainchi Dham for hospitality infrastructure. Officials reported that work is under way on area-based policies for special tourist zones. To bolster the industrial ecosystem, he directed the industries department to convene monthly meetings of the "Industry Friends Committee" in all districts to address industry issues and implement pro-industry decisions effectively at the local level. Stressing Uttarakhand's role as a hub of Indian culture, spirituality and ancient heritage, Dhami called for balanced development integrating ecology and economy. He instructed officials to begin groundwork for a university focused on ecological-economic balance, expedite earlier directives on the Hindu Studies Centre and Oriental Research Centre, prioritise a spiritual zone and temple infrastructure in Bhararisain, and establish an Ayurveda AIIMS-deeming these projects vital for the state's cultural, spiritual and socio-economic future....
