Cong flags 'irregularities' in CM discretionary fund, BJP hits back
Dehradun, March 17 -- Uttarakhand Congress election management committee chairman and former cabinet minister Harak Singh Rawat on Monday alleged discrepancies in the chief minister's discretionary fund, claiming that the money was being distributed in an irregular manner.
Addressing a press conference in Dehradun, Rawat said information obtained through the Right to Information (RTI) Act from Udham Singh Nagar and Champawat districts suggested that several beneficiaries linked to the ruling party received financial assistance from the fund.
He alleged that documents indicated that large sums were given to individuals associated with the Bharatiya Janata Party and their relatives. According to Rawat, beneficiaries in the two districts received assistance ranging from Rs.2 lakh to Rs.5 lakh.
He further claimed that in some instances funds were sanctioned without proper identification of beneficiaries, citing cases where assistance was reportedly provided without a name or only with a designation such as "chairman".
Rawat said the information received so far represented only a small portion of the records and claimed that if data from all districts were made public, it could reveal large-scale irregularities.
"If the figures from across the state come out, it may prove to be one of the biggest corruption cases in Uttarakhand's history," he alleged, demanding a transparent and impartial inquiry into the utilisation of the chief minister's discretionary fund.
Rawat also criticised the Centre over the LPG supply situation in the country, alleging that the current crisis was the result of "short-sighted foreign and energy policies". He claimed that consumers were facing delays in LPG bookings, with a gap of 25 days in urban areas and 45 days in rural areas.
Responding to the allegations, the ruling BJP accused the Congress of misleading the public.
BJP state media in-charge Manveer Singh Chauhan said the Congress should "look within" before raising questions about the chief minister's discretionary fund.
"Everyone knows how this fund was misused during Congress governments in the past. They are experts in distributing relief funds and benefiting their own workers," Chauhan alleged.
He also rejected the Congress claim of an LPG shortage, saying cylinders were being delivered to households regularly.
"There is no shortage of LPG. Congress is trying to mislead people and create an atmosphere of fear," he said.
The ruling BJP and the Opposition Congress on Sunday traded sharp accusations over the conduct and outcome of the recently concluded budget session of the Uttarakhand assembly held in Gairsain from March 9 to 13.
Leader of Opposition Yashpal Arya alleged that the House is governed by rules of procedure and parliamentary traditions but claimed the BJP government violated them during the session.
"Like every time, the BJP government overlooked these rules in this Budget session as well," Arya said.
He alleged that the government used its majority in the Business Advisory Committee to decide the agenda and presented the Budget on the same day as the Governor's address.
"This is unprecedented and clearly against the Rules of Procedure and Conduct of Business, which provide for four days of discussion each on the Governor's address and the Budget," Arya said.
The BJP rejected the allegations and accused the Congress of behaving irresponsibly during the session.
BJP Dharampur MLA and party spokesperson Vinod Chamoli said the Congress failed to corner the government during the Gairsain session and instead exposed its lack of seriousness on public issues.
"The hope that the Opposition would engage in constructive discussion on public issues during the Gairsain session remained unfulfilled," Chamoli said, alleging that the Congress frequently disrupted proceedings and undermined the decorum of the House....
