915 police stns in Raj have CCTVs: Govt to top court
Jaipur, Jan. 30 -- The Supreme Court on Thursday reviewed Rajasthan's efforts to install functional CCTV cameras in police stations, as mandated by its landmark 2021 Paramvir Singh Saini judgment, and directed a national virtual conference to ensure uniform compliance across States.
A bench of justices Vikram Nath and Sandeep Mehta heard a suo motu writ petition (Civil) about the lack of functional CCTVs in Rajasthan's police stations, alongside the main Paramvir Singh Saini vs Baljit Singh matter.
Additional advocate general Shiv Mangal Sharma, appearing for the State, told the Court that the Rajasthan government has sanctioned an additional Rs.75.12 crore to strengthen CCTV infrastructure in police stations. He submitted that the State has taken a policy decision to enhance surveillance by increasing the number of cameras from six to 16 per police station, aimed at improving transparency, accountability, and adherence to the Supreme Court's directions.
As per affidavits and compliance reports placed before the Court, Rajasthan has 1,050 police stations, of which 915 have CCTV systems installed. Installation is pending in 135 police stations, while 10 are under construction. "The data forms part of the official compliance framework filed by the State," he said.
Amicus curiae and senior advocate Siddharth Dave highlighted Rajasthan's compliance architecture to the bench and described the State as a national model in implementing the Paramvir Singh Saini directions. He suggested that other states and Union Territories adopt Rajasthan's structured approach to planning, budgeting, and execution.
Taking note of the submissions, the Supreme Court directed all directors general of police and home secretaries of states and Union Territories to participate in a virtual conference with the amicus curiae on February 21, 2026.
The conference will review nationwide compliance with the 2021 judgment, assess the status of CCTV installations, and examine institutional mechanisms to ensure uniform adherence to constitutional safeguards in custodial settings. The Court directed all police station CCTV networks be linked to a central server in each State to enable effective monitoring, data integrity, auditability, and institutional accountability....
