LUCKNOW, March 28 -- The Diploma Engineers Sangh (DES), a body of engineers in the Public Works Department (PWD), has sought the intervention of chief minister Yogi Adityanath, alleging that junior engineers and assistant engineers of the department are being pressured to clear payments in advance, while work remains pending. In a letter to the chief minister Yogi Adityanath, ND Dwivedi, president of the DES said, "Junior engineers and assistant engineers are being given verbal orders to clear bills without completion of work, which is against the rules and misuse of exchequer money. "Not only this but officials who are coming to the headquarters to surrender unused funds, are being told not to surrender funds but divert/utilise them, and clear bills before the work is even completed," said Dwivedi in the letter to the CM office. "The association had in the past months asked senior officials to ensure tender and other financial processes be completed on time to avoid delay in sanctions and work. But with staff deployed in SIR and board examination duty they are unable to do physical verification of work done by contractors. All this has been updated with the principal secretary and head of department," read the letter....
