Jaipur, Feb. 24 -- Several upper-caste outfits on Monday threatened to demonstrate at Prime Minister Narendra Modi's upcoming rally in Ajmer on February 28 over the Promotion of Equity in Higher Education Institutions Regulations, 2026 notified by the University Grants Commission of India (UGC). The president of Karni Sena, Mahipal Singh Makrana, said, "Rajputs and several upper caste societies are upset with this latest rule by UGC. All of us have now decided to reach at Ajmer on February 28, show black flags during PM Modi's rally and demand to repeal this law. Our slogan will be 'UGC rollback'." PM Modi is set to visit Ajmer on February 28 where he will lay the foundation of various development works worth Rs.23,500 crores while job letters will also be distributed to 21,000 youth. Makrana said that these communities will also take out a march towards Delhi and gather at Ramleela Maidan on March 8 to protest against this law. "The entire country will take part in this grand demonstration. We have been protesting since January 13, but the government did not pay any heed to us," he said. Meanwhile, the member of Vipra Foundation, Swaroop Anand, said, "Recently, UGC has laid put some provisions in its latest regulation but it appears to be widening the existing caste-based discrimination in our system. It is an attempt to divide the different communities of Hindu religion. We strongly oppose it. The government must revoke it." The new rules have sparked criticism from general category students who argue that it could lead to discrimination against them. Under the new regulations, introduced to stop caste-based discrimination in colleges and universities, the UGC has asked institutions to set up special committees, helplines and monitoring teams to handle complaints, especially from SC, ST and OBC students.
