Jaipur, Jan. 6 -- The Rajasthan State Human Rights Commission (RSHRC) has taken serious note of stray dog attacks in Rajasthan after shocking incidents in Jodhpur and Bikaner, including an attack on a nine-year-old child. Taking note of the recurring menace, the state Commission has stepped in, issuing strict directions to district administrations and civic bodies, citing failure to effectively implement Supreme Court and high court orders on stray dog control. The Commission referred to media reports highlighting an incident in Jodhpur's Nehru Colony, where a nine-year-old child was attacked by stray dogs late Saturday night, causing serious injuries to the minor's jaw. The child was reportedly rescued by passersby. Another report cited an incident in Bikaner's Pugal area, where stray dogs allegedly killed 15 sheep and goats and injured a nine-year-old boy. Calling both incidents extremely distressing, the Commission observed that despite clear directions issued earlier by the Supreme Court and the Rajasthan high court regarding the control and management of stray dogs, effective compliance appears to be lacking. The Commission noted that shelter homes for stray dogs have not been adequately established, leading to repeated threats to public safety. In view of the gravity of the matter, notices have been issued to the district collectors of Jodhpur and Bikaner, the commissioners of Jodhpur North and South Municipal Corporations, and the commissioner of Bikaner Municipal Corporation. They have been directed to ensure strict compliance with court guidelines, take immediate measures to control stray dog menace, prevent further harm to the public, and ensure proper compensation to injured victims. The Commission has also directed the principal secretary, local self government department, and the principal secretary, medical and health department, government of Rajasthan, to ensure availability of anti-rabies vaccines and injections at all government and private hospitals, in line with Supreme Court directions.
