JODHPUR, Feb. 20 -- The Rajasthan High Court on Thursday directed the Salumber police to change the investigating officer to ensure a fair probe into serious allegations of custodial torture, including forcing an 18-year-old youth to drink urine. The court ordered the victim's statement be recorded before a magistrate, a re-examination be conducted by a medical board, and the police station's CCTV footage be preserved. A single bench of justice Farjand Ali, while hearing a petition filed by Noreen Bano, said: "Grave allegations of unnatural violence have also been levelled, including the compulsion of the accused to consume urine. The detenue is stated to be a young boy of 18 years of age. Allegations of such nature, if true, strike at the very root of constitutional guarantees and the dignity of an individual in custody." The bench noted that serious aspersions of custodial torture have been levelled against Inspector Hemant Chouhan. It also noted allegations that the Medical Officer posted in the town acted under the influence of the said inspector and prepared a false medical examination report depicting nil injuries. The court directed the Superintendent of Police, Salumber, to personally look into the matter and assign the investigation of the case to an officer not below the rank of RPS. It ordered the SP to ensure that the statement of the detenue is recorded by the Chief Judicial Magistrate, Udaipur, within 12 hours.
