DU mandates 72-hour nod for protests, police clearance too
New Delhi, March 24 -- Any protest, march, assembly, gathering or procession on Delhi University premises will now require prior permission from the proctor's office and local police at least 72 hours in advance, according to a notice issued by DU proctor Manoj Kumar Singh on Monday.
The notice, seen by HT, follows a month-long protest ban from February 17. Violations may invite rustication, expulsion and police proceedings, it added.
Organisers must submit a signed physical application to the proctor's office and the district police commissioner or station house officer. "No electronic media will be accepted." it states. Required details include organiser identity, event nature, speakers, participants and equipment. Outsiders, including non-DU students, are barred.
Student groups termed the decision undemocratic. Rahul Jhansla, DUSU vice-president, said, "If something happens tonight and we need to protest, how are we expected to know three days in advance?" Sneha Aggarwal of SFI stated the university is "signalling that dissenting voices will not be allowed." Proctor Singh defended the move: "When we are informed in advance. we can make arrangements. We have no interest in stopping protests." Ajay Kumar Bhagi of the National Democratic Teachers' Front said it "was unnecessary for teachers."...
