Goa, July 11 -- The District Society for Prevention of Cruelty to Animals (DSPCA), North Goa, has issued a strong appeal to the public to help build a society where animals are treated with kindness, dignity, and respect. As a statutory body under the Prevention of Cruelty to Animals Act, the DSPCA is authorized to act in all matters involving cruelty to animals and the harassment of animal caregivers.
Quoting Article 51A(g) of the Indian Constitution and the Animal Birth Control (ABC) Rules, 2023, the DSPCA reminded citizens-including residents, builders, housing societies, associations, panchayats, and municipal bodies-that they are legally and constitutionally obligated to care for community animals.
