Tanzania, May 14 -- Dar es Salaam. When traders in Kariakoo, Dar es Salaam, began complaining about increasing numbers of foreigners operating retail businesses in Tanzania's busiest shopping district, the question that came to the fore was: who is to blame?

Most foreign traders in Kariakoo display at their outlets valid registration certificates, licences and other permits issued by the relevant authorities.
