Bhubaneswar, May 5 -- In a remarkable feat, the daughter of a cleaning contractor from the Balh Valley in Mandi district of Himachal Pradesh has made headlines by clearing the prestigious Civil Service Examination conducted by the Union Public Service Commission (UPSC).
