KATHMANDU, Feb. 15 -- Prime Minister KP Sharma Oli's televised address to the nation was supposed to be the left government's annual progress report on meeting its poll promise of 'Prosperous Nepal Happy Nepali'. Expect, it was not.

As PM Oli wrapped up his nearly hour-long speech on Thursday afternoon, it felt more like a recap, in more condensed form, of several speeches he delivered over the past year.
